13 th Nov 2024 (Wedesday): Reserved Categories & Minorities of Jammu Region Supports Statehood &Constitutional Guarantees Resolution of J&K Government, snub PDP for anti-categories statements:JACRCJoint Action Committee of Reserved Categories under the aegis of Jammu & Kashmir ReservedCategories Empowerment Alliance, a frontal organization of SCSTOBCs in a heavily attended PressConference including members of various socio-religious groups, Ex-ULB members, Sarpanches,Panches, Social activist, retirees and youth has supported the resolution moved by Government of Jammu& Kashmir pertaining to Statehood & all Constitutional Guarantees for the people of Jammu & Kashmirthat shall benefit all regions, religions, castes and genders of the Jammu & Kashmir that was relegated toconstitutionally inferior position of Union Territory by BJP in 2019. The leaders also castigated Mr.Waheed Parra MLA PDP for his venomous anti reserved categories remarks which are not onlyunconstitutional but reflects his poor knowledge on the subject. Leaders warned him not repeat such illframed narratives; otherwise, reserved categories shall be compelled to initiate a mass campaign againsthis anti-categories attitude. Furthermore, they requested both Dr. Farooq Abdullah and Mr. Omar Abdullahto direct their MPs and MLAs to avoid any statements that hurts sentiments of SCSTOBCs & Minorities ofJ&K.Prof. G.L. Thapa (Working President, JKRCEA) while further elaborating said that after going intodetails of the resolution moved by the newly elected government, it is ample clear that there is nothinganti-national, anti-constitution in the Resolution. The demand is the same that Mr. Narinder Modi & hisclose associate Ministers and Star campaigners uttered/promised many a time during elections campaignin Jammu & Kashmir recently. He further said that the ruling dispensation is trying to create a narrativesince last ten years based on the principle of, “You tell a lie 99% times, it will become truth when youspeak it 100 th time”. He said that instead of wasting the precious time of assembly, the 28 BJP MLAsincluding 07 SC MLAs should have not only supported the Resolution of Restoration of Statehood andConstitutional guarantees, but could have participated in healthy discussion during assembly session anddiscussed scores of public issues which have erupted in last 05 years in J&K leading to lot of sufferings ofpeople of J&K.Mohinder Bhagat, (Working General Secretary. JKRCEA) while countering the false narratives of BJPJKUT Parbharis, JK Unit BJP Leaders & MLAs of BJP, said that none of the promises made by BJP in last10 years have been fulfilled and rather onslaught have been made on the constitutional rights of allincluding SCSTOBCs of J&K. He said that reservation in promotions, direct recruitment reservationroaster, scholarship disbursements, land ownerships, SCST Atrocities Acts, all have been either temperedwith or ignored, promise of extension of provisions of Mandal Commission report have not been fulfilled,

for which J&K BJP Leadership never winced a word of agitated but now when NC led J&K Government
have moved a Resolution of Restoration of Statehood to J&K, the whole BJP have started playing divisive
politics. He warned that it should be stopped forthwith and these so-called representatives of Jammu
Region should focus on issues of SCSTOBCs, others and development of the region. “Bateynge toh
Katenge Politics” shall not work in J&K, and reserved categories shall never allow this.
Sham Bassan (Ex Corporator & President Dalit Chetna Munch), said that every section of society in
J&K has suffered due to wrong policies of the present government be it business class, common man,
employees and so on but the most damaged especially after abrogation of article 370 and downgrading of
the state to UT are SCSTOBCs & Minorities. The elections in J&K were held on the directions of Hon’ble
Supreme Court with strong stricture that downgrading State to UT has wider repercussions and hence
J&K needs to be restored its statehood. During election campaign the PM and almost all National leaders
of BJP narrative Statehood slogan but when the Resolution was passed in the first session of the newly
framed assembly, BJP; local MLAs opposed it and wasted precious time of the assembly, thereby
debarring assembly to discuss numerous issues of public importance. Unfortunately, SC MLAs were used
as remote-controlled puppets to dance to the tune of their political masters, even the well-educated MLAs
of SC community uttered narratives which are neither intellectually, politically or constitutionally correct.
These MLAs are in the assembly by virtue of political reservation to represent SCs at first instance and
others of their constituency secondly and hence they should act maturely to take up burning issues
pertaining to SCSTOBCs & Minorities of J&K. They must know that the plight of SCSTs shall never
change with abrogation or no abrogation of 370 but with the implementation of all constitutional rights as
are envisaged in the constitution and they must work sincerely for their implementation.
The members addressing the press conference in addition, demanded clear stand of JKNC top leadership
on the issue of reservation for SCSTOBCs including reservation in promotions, implementation of Mandal
Commission Report, Proper Implementation of SCST Atrocities Act, and Safeguarding Land ownership
Rights of all in J&K with specific focus of SCSTOBCs. They also demanded filling up of vacant position of
Schedule caste Category Member in JKPSC and other recruitment agencies.
